Yes, and it takes about ten seconds. Run the cotton liner under the tap, wring out the excess, and put it back in. That dampness is what does the work. You'll need to re-wet it roughly once a week, and the liner actually holds moisture longer the more times it's been washed.
Machine wash the cotton liner about once a week, inside out, on a 60°C cycle with your regular load. Wash the outer bag every few weeks on a normal cycle. Make sure both are fully dry before you dampen the liner and put it back in the fridge.
